Why doesn't 'New Deals' match Deal Hub's new-listings count?

from 7 days.
What exactly makes a deal count as 'Need Reply'?
What exactly makes a deal count as 'Need Reply'?
The agent’s most recent message in that deal’s conversation is newer than your most recent
outgoing message - in other words, the ball is in your court. Internal notes don’t affect
it.
Why isn't a quiet deal showing under 'Follow Ups Needed'?
Why isn't a quiet deal showing under 'Follow Ups Needed'?
A deal only counts once it’s past its follow-up due time, and only if follow-ups are
enabled for it. Deals with follow-up disabled, deals already waiting on your reply, and
deals with no conversation yet (outside the contacted stages) aren’t counted.
